Ashleigh Aitken was elected as the 48th mayor of Anaheim in November 2022. She is the first woman mayor in Anaheim’s 167-year history.
Mayor Aitken represents all Anaheim residents, neighborhoods and businesses on the City Council.
As mayor, Aitken is focused on increased transparency at City Hall, enhancing public safety, expanding affordable housing and growing Anaheim’s economy by supporting our visitor industry and streamlining processes to expand and attract new industries.
Aitken previously served two terms on the Anaheim Community Services Board including as chairwoman from 2011-2013.
A trial lawyer for more than 20 years, Aitken is of counsel at Santa Ana-based Aitken Aitken Cohn, a boutique personal injury firm. She is a former federal prosecutor in the Central District of California. She prosecuted armed bank robbery, narcotics, mail and wire fraud, child pornography, firearms and other federal law violations.
In 2015, she was elected president of the Orange County Bar Association, where she established a veterans committee to expand free legal support for veterans and military families.
From 2012 to January 2023, Aitken served on the board of directors of the OC Fair & Events Center, including as chairwoman in 2015. Directors are appointed by the governor of California and set policy for the annual OC Fair and year-round events at the Costa Mesa fairgrounds.
A lifelong Anaheim resident, Aitken volunteers as a Girl Scout troop leader and serves on the board of Santa Ana-based WISEplace, a shelter for homeless women. She previously served on the board of Anaheim-based Caterina’s Club, Chef Bruno Serato’s nonprofit to feed and help needy families.
Aitken holds a bachelor’s in secondary education and history from Boston College, where she was an All-American rugby player. She has her law degree from the University of Southern California, Gould School of Law.
She lives in Anaheim with her husband Michael, the couple’s three children and family pets.

She has been working in educational settings since 1984 and has spent 28 years at Mt. SAC in Continuing Education. Dr. Arballo started at Mt. SAC in 1995 as a noncredit adjunct faculty member and then took on various leadership roles from 2000 leading to her current role as Vice President. This includes increasing access and advancing equitable student success; supporting faculty participation in governance locally and statewide; and cultivating belonging and disrupting institutional structures that perpetuate racism and inequity. Dr. Byron D. Clift Breland has more than 25 years of administrative and teaching experience in higher education and currently serves as chancellor of the San Jose – Evergreen Community College District (SJECCD) located in Silicon Valley. He has worked to develop innovative partnerships that provide meaningful educational and job training experiences for the diverse student populations of San Jose City College, Evergreen Valley College, the Community College Extension Center in Milpitas, and the Center for Economic Mobility.
Prior to being promoted to the SJECCD chancellor position, Dr. Clift Breland served as the president of San Jose City College (SJCC), where under his leadership, SJCC became positioned among the top institutions in the nation in career education and workforce preparation. In addition, Dr. Clift Breland has overseen the opening of a college extension center in the city of Milpitas with a focus on dual enrollment for high school students. He was also instrumental in assisting with launching the San José Promise, which provides up to two years of cost-free education and breaks down financial barriers for students in the city of San Jose.
Previously, Dr. Clift Breland served as associate vice president/provost at Long Beach City College’s Pacific Coast Campus; associate dean of student development at Santa Ana College; and assistant dean, director of judicial affairs at the University of California, Irvine, serving both the undergraduate and medical school campuses. In addition, he has held administrative positions at University of Southern California and University of Maryland at College Park.
Dr. Clift Breland currently serves on numerous boards, councils and commissions, including: National Advisory Board for the Steve Fund; Mayor’s Silicon Valley Recovery Roundtable; Affordability, Food and Housing Taskforce; Community College Council on Mental Health; Hispanic Association of Colleges and Universities Commission on International Education; Silicon Valley Chamber of Commerce; African-American Male Education Network and Development; and Silicon Valley Leadership Group. He also currently serves as the chair of the board of directors for the Community College League of California (CCLC), and as the president of the Chief Executive Officers of the California Community Colleges Board of CCLC.
Dr. Clift Breland earned a BS in consumer economics and an MS in family studies from the University of Maryland, College Park, and an MS in education and a PhD in counseling psychology from the University of Southern California.

Dr. Dione Carter Hodges is a successful California community college graduate and transfer student with 32 years of professional experience as a classified professional, director, administrator, and accreditation leader. Currently, Dione is the Dean of Academic Affairs (Instruction and Curriculum) and Accreditation Liaison Officer at Santa Monica College (SMC). Prior to joining SMC, she was the Director of Basic Skills, High School Diploma, and GED Preparation Programs at North Orange Continuing Education in the North Orange County Community College District.
At Mt. San Antonio College, Dione served as the Coordinator of Professional and Organizational Development. Prior to Mt. SAC, she was a student and classified professional in the San Mateo County Community College District. At Skyline College, Dione began her career in California community colleges as an Office Assistant in the Counseling Department, and as the Transfer Services Coordinator at Canada College. Dione is a strong advocate of noncredit education and pathways. She is a proud daughter raised by a single parent (her father) and celebrates special moments and quality time with her husband (recent newlyweds), family, and friends. Lorena Chavez is a champion of partnership development and social impact leader. For the past 20 years, she has worked in higher education, developing academic and co-curricular programs that foster engagement, lead to intellectual inquiry, and promote interdisciplinary collaboration. In 2017, Rancho Santiago Community College District and served in a variety of roles with the focused intention to expand educational access and opportunities for Adult Education students. Her experience has included leadership in areas including English as Second Language, Career Education/Workforce Development, Citizenship, and Inmate Education Program. As Dean of Instruction and Student Services for Santa Ana College School of Continuing Education, Lorena is focused on expanding noncredit to credit educational pathways for all adult learners and building mutually transformational partnerships with industry and community partners.
Lorena graduated from Loyola Marymount University and earned a B.A. in Psychology. She earned a master’s degree in public administration from California State University, Long Beach. Lorena is a current doctoral student in the Community College Leadership Program at Kansas State University. She enjoys spending time at the local park cheering at her daughter’s softball games and creating new recipes with family and friends.

Dr. Sonya Christian recently served as the sixth Chancellor of the Kern Community College District (Kern district). A position she’s held since July 2021. Christian began her three-decade career locally within Kern district as a mathematics faculty, a Division Chair, and Dean of Science, Engineering, Allied Health and Math at Bakersfield College. From 2013 to 2021 she served as the 10th President of Bakersfield College – one of the colleges overseen by Kern district.
Throughout her career Dr. Christian has been committed to advancing work through distributed leadership and collaborative communities of learning, and to promoting the value of equity in student learning, access, success and economic mobility. She says: The only way to scale work is to tap into the talent, ingenuity, dedication, and care of the people that provide the power to transform. The alignment of distributed forces stems from shared ownership that is almost always more fundamental than the details of the solution, not least because it builds a sense of community that creates long-term sustainability.
Her dedication to student success with equity led her to statewide and national leadership roles where she advocated for the cost benefits of adopting a Guided Pathways model. Christian spearheaded the statewide coalition in 2015 that led to securing philanthropic funding for the 20-college Guided Pathways demonstration project in California, leading to a $150M state investment in Guided Pathways and ultimately to the Vision for Success metrics adopted by the Board of Governors in 2017. Christian advanced the framework of Guided Pathways through the newsletter Trailblazers from 2016 to 2020, creating a fundamental base of information for scaling the work statewide. Her work in student success with equity also extends to her leadership in developing and implementing the Early College Program.
Under her leadership, Bakersfield College became one of the first community colleges in California to offer a baccalaureate degree as part of a pilot program announced in 2015. She believes that the community college baccalaureate degree program is a vital tool for growing economic and social mobility of disinvested communities, and continues to fiercely advocate for ways to create more 4-Year Community College degrees in California and across the nation.
Dr. Christian’s repeated call to Dare Mighty Things – inspired by NASA’s Perseverance Mars lander – reflects a sense of urgency in her work on energy and climate resilience and emerging energies like carbon capture. Under her leadership, Kern district established the California Renewable Energy Laboratory, an innovative coalition of public and private partners seeking to create a secure and stable energy future.
She is a fierce advocate for the life-changing ability of community colleges to reach underserved populations and educate the future workforce. Her vision that community colleges can transform rural communities and her involvement with the Kern Coalition is increasing collaborations between educational institutions and the communities they serve.
Dr. Christian is a firm believer in using data and civil dialogue to guide public policy and resource allocation and in leveraging opportunities that prepare students for careers in emerging technologies, particularly in the energy and climate industries where community colleges have become the perfect partner in creating green jobs. She believes that facts and results should drive decision making, ensuring that initiatives will lead to sustainable systemic change.
She is a strong voice for women’s equality in education and currently serves as chair of the California Community College Women’s Caucus. She is also Vice Chair of the Campaign for College Opportunity Board of Directors and is a member of the California Community Colleges Asian American Pacific Islander Trustees and Administrators caucus.
Governor Gavin Newsom recognized her statewide leadership when he appointed her to the Student Centered Funding Formula Oversight Committee, where she served from 2019-2022. Her dedication to institutional quality is evidenced in her work with the Accrediting Commission for Community and Junior Colleges, where she served as chair for two years starting in 2020, having previously served for the commission as Vice-Chair from 2018-2020.

Erik Cooper most recently served as the Associate Vice Chancellor for Data, Visualization, and Research where he helped expand the research team, oversaw the development of the DataVista, and supported a variety of projects related to transfer, equitable placement, common course numbering, and Vision 2030. Prior to coming to the Chancellor’s Office, Dr. Cooper worked at Sierra College as Dean of Planning, Research, and Resource Development, Interim Dean of the Library and Learning Resources, oversaw the staff development office, and was the college Accreditation Liaison Officer during its most recent accreditation cycle. In addition to his regular duties, Dr. Cooper served on multiple IEPI Partnership Resource Teams, ACCJC Site Visit Teams, and was one of the contributors to the proposed new ACCJC standards. Outside of his work at Sierra College, Dr. Cooper served on the Assessment Committee, Common Assessment Initiative Advisory Committee, and the AB 705 Implementation Workgroup. He as served on the RP Group Board of Directors and was Board President from 2020-2022. Prior to working at Sierra College, Dr. Cooper worked at Yuba College, Western Washington University, and the Oregon Social Learning Center. He attended multiple community colleges in the Sacramento area, earned his BA in Psychology at Sacramento State, earned an MS in Psychology (Neuroscience) at the University of Oregon, and completed a Doctor of Education Leadership at Sacramento State. Jamie De La Mora is the Vice President of Essential Connections Inc, an organization dedicated to providing trauma-responsive professional development and consultation. She is a passionate educator with a mission to empower those around her. Jamie has a bachelor’s degree in anthropology and a master’s degree in school counseling. She also holds a PPS credential which allows her to provide educational counseling for students as well as consultation, training, and staff development to educators and parents. Jamie is a state certified anti-human trafficking advocate who works with NOCE in developing curricula and instructing trauma-informed parenting classes. She also serves as a community trainer with Western Youth Services, presenting on mental health topics such as recognizing grief, coping skills for stress and anxiety, and resilience. Jamie’s goal is to uplift members of the community by sharing tools to strengthen their relationships with themselves and others. As a lifelong-learner, she continues to embrace new research and findings to improve herself and support those around her.

Dulce Delgadillo currently serves as the Director of Institutional Research and Planning at North Orange Continuing Education (NOCE), a standalone noncredit institution within the California Community College system. She leads a team that plays a crucial role in helping faculty, staff, and other key stakeholders understand noncredit institutional data. Under her leadership, the team has been instrumental in developing metrics that accurately reflect the journey of noncredit students. Dulce also helps oversee the California Adult Education Program (CAEP) Technical Assistance Provider (TAP) within NOCE’s research department, which acts as an extension of the Chancellor’s Office Workforce & Economic Development Department, providing statewide support to K-12 Adult Schools and Community Colleges within CAEP consortia, in partnership with the Sacramento County Office of Education (SCOE).
Since 2019, Dulce has chaired the RP Noncredit Regional Group, a statewide resource dedicated to addressing noncredit research questions. In 2023, she served as an at-large board member for the RP Group, and in 2024, she was voted as the Orange County regional representative. Prior to her shift to Institutional Research, Dulce worked at a community research consulting firm in Los Angeles, where she collaborated on meaningful research and capacity building with foundations, government agencies, nonprofit organizations, and social service departments. Her clients included The California Endowment, among others. Since 2015, Dulce has served on the board of her community’s local domestic violence shelter, Whittier’s Women’s & Children’s Crisis Shelter, where she currently serves as the board’s president. She is passionate about advocating for those who do not always have a voice. Dulce holds a Bachelor of Arts in Psychology from Occidental College and a master’s in public policy from UCLA.

Mayra Diaz is the California Adult Education Program (CAEP) Lead with the California Community Colleges Chancellor’s Office. The program oversees over $650M in funding that is distributed to support a regional delivery system aligned with community college district boundaries and has over 400 member districts that includes k-12 districts and county office of education. Mayra also serves as the regional monitor for the Los Angeles region providing support to colleges covering the Workforce and Economic Development (WEDD) portfolio of programs.
She has over 12 years of experience working for the community college system including the administration of student financial aid, student services, student success and equity, including working with noncredit programs and students, and in her most current role serving as the program lead supporting the statewide administration of CAEP. She has also taught Citizenship courses to English language learners. Mayra is an equity champion that strives to eliminate institutional barriers on student success and promote economic mobility opportunities for students.

Caroline’s career in education began at fourteen with a workers permit to teach Gifted and Talented Education (GATE) students in JPL/NASA’s Saturday Science Academy. During high school, she studied then instructed adults in her Regional Occupational Program (ROP) for Television Production; led Oakland high school students in media advocacy via KQED, San Francisco’s Public Broadcasting Service (PBS), while attending UC Berkeley (not to mention Pasadena City College, Los Angeles City College, Sussex University in England and the Chinese University of Hong Kong). She continued in children’s programming with KCET and earned a teaching fellowship in special education with Los Angeles Unified School District (LAUSD) when not working as a post-production producer for Apple TV+. She is honored to return to the nonprofit world with UDW Resource Center empowering domestic workers to pursue their academic and vocational goals while simultaneously completing a certificate in career counseling with UC San Diego Extension.

L.E. Foisia is Professor, Basic Skills at Mt. San Antonio College (Mt. SAC) in Walnut, California. She works in the college’s noncredit division, the School of Continuing Education. In her current role, she is the faculty lead of the Noncredit Strong Workforce project, which brings together faculty throughout the LA region to collaborate on developing noncredit CTE curriculum for college and career readiness. L.E. has a BA in Literary Journalism and a Minor in Educational Studies from UC Irvine. She has an MA in TESOL from Azusa Pacific University. In 2017, L.E. was selected by the Chancellor’s Office as one of 25 faculty to participate and complete the course for effective teaching practices by ACUE. She is also SPOT certified to teach online. Maryanne Galindo is a Cuban-American woman, born in Los Angeles, California to teen immigrant parents, and raised by a single mother, which morphed into a unique a multicultural home with her Japanese-American stepfather (who was born in an Internment Camp) and her “Cubanese” siblings. Her family included social activists who encouraged her to always engage, to carve her own path. She grew up on a healthy dose stories that revealed trauma and resilience and celebrated with amazing multicultural music and food. All four of her parents (biological and “step”) were small business owners who experienced success and failure, but always gave back to others.
She merged her family values with her deep love of community into her work as a social entrepreneur and scholar-activist. Maryanne’s early career in the nonprofit sector integrated work in violence prevention, youth development, economic/wealth creation projects and community-based, popular education/training in order to sustain social programs and help individuals break the cycles of poverty.
As an educator in the Los Angeles Community College District at two campuses, (LA Trade Tech and LA Mission College), Maryanne serves the community in both credit and noncredit disciplines – Community Planning & Economic Development (credit), and Interdisciplinary Basic Skills and Vocational Education (noncredit).Outside of the classroom, Maryanne currently serves her colleagues as:

Dr. Jorge C. Gamboa is an accomplished educator and administrator with extensive experience in leadership roles within California’s community college system. He holds an Ed.D. in Educational Leadership from California State University, Long Beach, with a focus on language, identity, and belonging. Currently serving as the Dean of Social Sciences at Fullerton College since 2017, Dr. Gamboa oversees a wide range of instructional and non-instructional programs, manages personnel and resources, and leads strategic planning efforts that align with the college’s goals.
Before becoming a dean, Dr. Gamboa directed the ESL and Citizenship programs at North Orange Continuing Education (NOCE), where he managed key programs supporting adult learners, coordinated grants, and led initiatives to enhance student success. As the 10th President/CEO of Mt. San Antonio College (Mt. SAC), Dr. Martha Garcia is the first President of color for the College, as well as the second female President. She is driven to serve the students, whose experiences often reflect her own.
Dr. Garcia was the first in her family to pursue higher education, getting her start at a community college. Her parents, both from Mexico, worked as farmworkers so their children could have better opportunities in life.
Prior to joining Mt. SAC, Dr. Garcia was the Superintendent/President of College of the Desert (COD). Before joining COD, Dr. Garcia served as Superintendent/President of Imperial Valley College in Imperial, California, where she developed numerous programs to remove barriers to student success.
Dr. Garcia holds a Doctorate of Education in Educational Leadership from San Diego State University, a Master’s Degree in Educational Counseling from National University, a Bachelor’s Degree in Criminal Justice Administration from San Diego State University, and an Associate Degree from Imperial Valley College.
She also serves or has served in leadership roles on boards and task forces of numerous organizations, including the California Association of Latino Community College Trustees and Administrators, Community College League of California Committees, and the California Community Colleges Chancellor’s Office Diversity, Equity, and Inclusion Implementation Workgroup.
Dr. Garcia is committed to the transformative power of higher education and student-centered leadership. The values she learned from her parents – hard work, perseverance, honesty, and respect – guide and inspire her.

Adam S. U. Gottdank is the Associate Dean for Disability Support Services (DSS) at North Orange Continuing Education (NOCE). Adam is a person with multiple, invisible disabilities. He has family members with disabilities and has worked with individuals who have disabilities his entire life. Adam has been in his current role since 2017. He was President of the NOCE Academic Senate from 2014 to 2017, and DSS faculty from 2005 to 2017. Adam was Director of Outcomes at the Regional Center of Orange County where he spent 10 years as part of their administrative team.
Adam is President-Elect for the California Association for Postsecondary Education and Disability. He is a member of several regional professional associations including the Orange County Local Partnership (OCLPA) Steering Committee, the Postsecondary Education Transition Consortium (PSETC), and the North Orange County Regional Consortium (NOCRC) for adult education.
Adam conducted research related to families who have children with disabilities for 7 years as part of the U.C. Santa Barbara Special Education Research Lab. During his tenure at NOCE, Adam has contributed to two publications:
- Best Practices to Include Students with Disabilities in Higher Education as well as Postsecondary Programming Supporting Competitive, Integrated Employment (CIE); A Project that Supports Diversity, Equity, Inclusion, and Access (DEIA). This publication was a collaboration between the OCLPA and CAPED.

Martha Gutierrez is the Vice President of Student Services at North Orange Continuing Education (NOCE), one of the largest community college-based providers of adult education in the State. Gutierrez’s career in the community college system spans 30+ years, with the last 22 years dedicated to noncredit.
As the first Career Technical Education (CTE) manager at NOCE (formerly School of Continuing Education), Gutierrez oversaw the development of new noncredit CTE programs. In her role as Dean of Instruction and Student Services at the Anaheim Campus, she expanded the Student Leadership Program to incorporate the student voice throughout NOCE’s decision-making structure. In her current position as chief student services officer, Gutierrez has been instrumental in the implementation of a comprehensive basic needs program and a behavior intervention team to promote student achievement.
Gutierrez is grateful for the opportunity to serve in leadership positions throughout her tenure at NOCE that presented her with a wide variety of instructional, student services, and administrative services assignments. It has given her a deep appreciation for the interconnectedness of each area of the institution, the great value each brings to serving students, and a holistic approach to removing institutional barriers for the most vulnerable student populations. Gutierrez earned her bachelor’s degree in public relations and Spanish from the University of Southern California, and her master’s degree in counseling with an emphasis in higher education from California State University, Los Angeles.

Stewart Knox was appointed Secretary of the California Labor & Workforce Development Agency in December 2022. He brings 28 years of statewide experience in workforce and economic development.
Before his appointment, Knox was Undersecretary of the Labor & Workforce Development Agency since 2021 and previously served in this role from 2019 to 2020. He served as Senior Vice President of Calbright Community College from 2020-2021, Executive Director of the California Employment Training Panel from 2014 to 2019, Director of Health and Human Services for Nevada County in 2014 and Director of Economic and Workforce Development for San Mateo County from 2013 to 2014. Secretary Knox was Director of the Northern Rural Training and Employment Consortium from 2009 to 2013 and Executive Director of the North Central Counties Consortium from 2006 to 2008. He was Director of Workforce for the City of Glendale from 2004 to 2006 and for Yuba Community College from 1997 to 2004.
Secretary Knox has been instrumental in transitioning several workforce development entities into productive, performance-based, and accountable organizations. With his broad multi-functional experience base in a large matrix of managed organizations, Secretary Knox has extensive knowledge of the complex interactions between workforce and economic development. His extensive leadership experience and knowledge of organization development concepts and theories provide him a solid foundation to assess and manage complex organizational issues such as strategic planning, team dynamics, and conflict management.

My name is Maria Lopez and I am a transitions counselor at San Bernardino Valley College (SBVC) and the California Adult Education Program; I am also the Noncredit Coordinator for SBVC. The key responsibility of my position as a counselor is to assist students in transitioning from our local adult schools to Valley College. It is my responsibility to assist students with the matriculation process and assist them in overcoming any obstacles they may encounter. My primary function as the noncredit coordinator is to assist departments within the college in creating and offering noncredit courses that will prepare students for credit-bearing courses and noncredit certificates that will assist students in obtaining employment. My passion is helping our adult education students achieve their educational goals so that they may improve their quality of life and that of their families. It is my belief that family is the most important value in life, and that education plays an important role in improving one’s quality of life.

Since fall 2016, Dr. Osiel “Ozzie” Madrigal has been the Department Chair and Coordinator of the Career Education Department for Santa Ana College’s School of Continuing Education. He’s also a Vocational Business Associate Professor. Dr. Madrigal was not only raised in Santa Ana, but he has worked for every major public agency in Santa Ana which includes the City and the K-12 Unified School District. He’s also worked for the L.A. Mayor’s Office under the Gang Reduction and Youth Development Office. At all these organizations, he’s worked with supporting underrepresented and marginalized populations. Dr. Madrigal will tell you that he’s learned more from them than they have from him. This is the reason his teaching philosophy is, “I believe everyone you meet in life is a teacher you can learn from.”
Dr. Madrigal’s career purpose in life is to be an agent of change by empowering others and doing what he can to level the playing field and give them a chance – may it be their first, second, third, or umpteenth chance. This all starts with him continuing to honor and strengthen the knowledge and skills students already possess when they enter his classroom.
Other than that, Dr. Madrigal loves God, his girlfriend, his son, his unborn child who is due in late October, and his entire family. He shares his love for superheroes with his loved ones. Dr. Madrigal also enjoys listening to all types of music, eating good food, working out, watching sports and movies, and traveling (especially to Hawaii, Italy, and Mexico).

Virginia “Ginni” May joined the California Community Colleges Chancellor’s Office team as Senior Advisor to the Chancellor in August 2024. Her areas of focus include Credit for Prior Learning, Apprenticeship, Baccalaureate Degree Programs, and Transfer in support of Vision 2030.
Ginni’s experience in California education to ensure equitable educational opportunities for students has both depth and breadth. She served as President of the Academic Senate for California Community Colleges (ASCCC), completing eight years on the ASCCC Executive Committee. Her faculty background includes more than 25 years as a professor of mathematics and statistics at Sacramento City College in the Los Rios Community College District. She engaged in leadership at the college, district, and state levels in the areas of governance, curriculum, and policy. Most recently, Ginni led common course numbering and transfer alignment efforts for the ASCCC.
In addition, she served as Interim Vice President of the Accrediting Commission for Community and Junior Colleges (ACCJC) following prior service as an ACCJC Commissioner 2009-2015, participating on a dozen comprehensive peer review and follow-up teams since 2007, and engaging in writing for both the 2014 and the 2024 Accreditation Standards. Ginni attended the San Jose Evergreen community colleges, California State University Sacramento, and University of California Davis and now holds a B.A. and M.A. in mathematics.

Powered by the California Community Colleges’ Chancellor’s Office, CC TAP serves as the noncredit statewide hub for the California Adult Education Program (CAEP). Dr. Takami is honored to co-chair the Vision 2030 Noncredit Subgroup for Training and Professional Development. Prior to her current role, she served as COO for a labor-management apprentice training institute and held higher education administrative roles in several community colleges and four-year institutions. Dr. Takami serves on the California Division of Apprenticeship Standards Interagency Committee on EEO in Apprenticeships, and she completed a three-year term on the National Advisory Council for the National Conference for Race & Ethnicity in Higher Education (NCORE) where she recently presented at their national conference. Dr. Takami is a member of the Board of Directors for Rainbow Services, a comprehensive social service agency which supports survivors of domestic violence and their families. Ms. Menon has dedicated her career to supporting government agencies, higher education institutions and systems, and non-profit organizations to drive better and more equitable outcomes in higher education and workforce training. Previously, he served as Dean, Student Success and Equity in the Office of Institutional Effectiveness, Success, and Equity at Cuyamaca College for over 7 years. In this role, he oversaw the Student Equity and Achievement Plan (SEAP) and the development and implementation of the college’s equity framework, he also led college-wide efforts such as Guided Pathways, Professional Development, a Hispanic Serving Institute Title V Grant, Online Educational Resources, In-reach Services, the Zero Textbook Cost Program, establishment and management of the Queer Center and the Chicanx Center.
Dr. Miranda holds a Doctor of Philosophy in Literacy with an emphasis on Educational Leadership from St. John’s University, his research focused on Equity-Minded Teacher Preparation in the California Community College. Christine T. Moody, Ph.D., leads the postsecondary education and employment initiatives at the UCLA Tarjan Center. In this role, she is involved with multiple partnerships with the California Community College Chancellor’s Office and California Department of Rehabilitation, providing training and technical assistance to support those serving young adults with developmental disabilities, such as autism and intellectual disability, in these systems. In addition to these efforts, Dr. Moody is the Director of Research at the UCLA PEERS Clinic, facilitating and publishing research on the efficacy and implementation of the various PEERS social skills programs for neurodivergent youth and adults. By training, Dr. Moody is a licensed clinical psychologist, and received her doctorate in clinical psychology from UCLA in 2020 under the mentorship of Drs. Bruce Baker and Jan Blacher. Dr. Moody has been working with individuals with neurodevelopmental disorders and their families for 15 years, receiving specialized clinical and research training from leaders in the field. Her research interests have focused on identifying factors that promote positive outcomes for young people with neurodevelopmental disorders. She is especially passionate about the importance of mental health, positive relationships, and bolstering systemic supports and awareness at all levels (e.g., families, schools, society).

Alejandro Moreno has been dedicated to supporting students as a Counselor at Santa Ana College’s School of Continuing Education Center for over 18 years. What began as a professional journey has felt more like an incredible adventure, filled with meaningful connections and the joy of guiding students toward their academic goals. Prior to this role, Alejandro devoted 12 years as a High School Counselor in the K-12 educational system, ensuring that every student had an opportunity to pursue their goals. However, his true passion was always in higher education, which became a reality in 2016 when he transitioned into college counseling.
In 2016 he accepted a Professor/Counselor position where he continues to guide students towards achieving their goals. Anyone that knows him knows that he is always willing to go the extra mile to ensure student success. He is known for telling his students that is willing to be their guide towards success, yet make sure that the students will have to put in the challenging work an effort to accomplish their goals. In addition to his counseling work, he has taken on leadership roles, including Department Co-Chair, Curriculum Representative, Academic Senate Senator, and Parliamentarian.
Alejandro enjoys spending quality time with his with wife, as well as being actively involved with his teenage daughter and his 9-year-old son. Traveling and exposing his kids to new adventures is one of many passions that he has. When he is not busy with his kids’ school or sporting events, he enjoys watching sports, as well as playing racquetball.

I grew up on the East Coast, in New York State, in a little city called Poughkeepsie, about an hour and a half north up the Hudson River from New York City. My dad was a general surgeon who did emergency room work in two local hospitals in addition to his practice, specializing in veins and arteries. My mom was active in community affairs and served as the president of our local school district when I was in middle school, and eventually as mayor of my little hometown after my sister and I had graduated from college and moved away.
After graduation from Yale University, where I majored in History with a focus on 20th Century politics and government, I served as an artillery officer in the United States Army, with duty assignments with a nuclear weapons unit in South Korea and a conventional artillery battalion in the 25th Infantry Division in Hawaii.
I relocated to California from Hawaii following the completion of my active duty military service obligation. My professional experience since then has included work in local government, public affairs and marketing, film and television production, and Internet media technology.
In 2012, I founded an initiative, ArmedForce2Workforce, to assist young military veterans in the pursuit of rewarding, career-oriented employment following the completion of their own military service and return to the Greater Los Angeles/Orange County area. That work, and my frustration with the lack of progress and support from various levels of government in doing right by the young men and women who had bravely served us during a time of true national need, led to my decision to run for public office.
In 2016, I ran a successful grassroots campaign for the California State Senate, focused on a message of service, common sense, and accountability on behalf of the residents of the 16 cities across three counties in California’s 29th Senate District.
As their representative to the State Senate, I successfully guided more than 20 pieces of legislation that supported veteran services and mental health resources, improved local schools, helped businesses create jobs, and protected open space.
As a public servant, I pride myself on being active, accessible, and accountable, unafraid to put constituents over politics and working families ahead of special interests.
My wife Darcy and I live in Fullerton with our young daughter and three weird but lovable rescue Chihuahuas.

Linda is currently the Transition Specialist for the Chapman University Thompson Policy Institute (TPI) where she provides leadership for the Orange County Transition Initiative and the Orange County Local Partnership Agreement with a focus on career pathway work experiences, employment, and post-secondary education to promote adult self–sufficiency and quality of life for individuals with disabilities. Starting as an adjunct counselor at NOCE in 2014, Michelle Patrick-Norng has always had a passion to help students reach their goals. Prior to working at North Orange Continuing Education (NOCE), Patrick-Norng held a variety of positions in the education system helping students advance in their educational career. She holds a bachelor’s degree in English, a master’s degree in education-counseling, a teaching credential, and several certificates: pupil personnel services credential, child welfare and attendance authorization, adult learning disability certificate, and learning disability specialist certification. Patrick-Noring started as a full-time Disability Support Services (DSS) Counselor at the NOCE Anaheim Campus in 2019. Among her many accomplishments, Patrick-Norng has assisted in piloting the Kindness Scholarship through the NOCE Academic Senate; awarding the first two scholarships in the 2022 Spring Semester. She also serves as the Academic Senate President and a member of the CARE Team, Distance Education Committee, and Accessibility Advisory Workgroup. For the past 24 years, Jennifer Perez has served as the chief communications professional for North Orange Continuing Education (NOCE). As the fourth largest Community College-based noncredit school in California, Perez has dedicated her career to serving 15,000+ community members annually in noncredit education. In 2000, Perez was hired as the Public Information Officer to manage external and internal communication strategies, including publications, public relations, marketing/outreach, community relations, and advertising. In 2013, Perez became Director of Campus Communications for NOCE with an increased focus on advocacy, social media, website management, enrollment management, and incident communications. In addition, Perez also oversees photography/videography, digital media, branding, accessibility, community engagement, special projects, and events. Prior to joining NOCE, Perez worked for three years in a small public relations firm in Orange. Perez earned her bachelor’s degree in communications with an emphasis in public relations from Chapman University. Valentina Purtell was named the fifth president (formerly provost) of North Orange Continuing Education (NOCE). She was officially approved by the North Orange County Community College District (NOCCCD) Board of Trustees—which governs Cypress College, Fullerton College, and North Orange Continuing Education—at their December 13, 2015 meeting. Purtell served as the Interim Provost since July 1, 2015 and began her permanent post as the NOCE President on December 14, 2015.
Purtell began her career with NOCE in 2002 as an English as a Second Language (ESL) Program Assistant, and then ESL Program Manager. Prior to serving as Interim Provost, she was Dean of Instruction and Student Services at NOCE’s Cypress Center. Purtell has also served as an instructor at several institutions, including Hope International University, Chapman University, and Rivne State Humanitarian University.
“I am honored to have been selected as NOCE’s President,” said Purtell. “I have seen the transformational power that NOCE has on the lives of our students. I am passionate about our mission to serve the whole community and to empower individuals to reach their fullest potential.”
Purtell earned her bachelor’s and master’s degrees in Applied Linguistics from the Rivne State Humanitarian University in the Ukraine. She is a member of North Orange Consortium Regional Consortium for Adult Education’s Executive Committee and has served on the board of the Association of Community and Continuing Education (ACCE) since 2011. She has been active on several regional and statewide committees, including the Orange County Workforce Investment Board and the Academic Senate for California Community Colleges (ASCCC) Noncredit Taskforce.

Dr. Erin Sherard started working at North Orange Continuing Education (NOCE) as a Parenting instructor in 2014. Sherard came to NOCE with a wealth of teaching and guidance experience ranging from preschool teacher, K-12 substitute teacher, junior high school academic counselor, and higher education adjunct faculty member, to roles with the California Adult Education Program (CAEP) as a professional expert and special projects manager.
Sherard holds a bachelor’s degree in child and adolescent development from California State University, Fullerton, and a master’s degree in academic counseling and Pupil Personnel Services Credential from National University, and an educational doctorate in curriculum and instruction from Liberty University. Dr. Sherard has trained in trauma-informed practices for over a decade and her doctorate level research was centered around breaking intergenerational cycles of trauma.
Outside of her professorship, Sherard serves as the President and Chief Connection Officer for Essential Connections, an organization dedicated to trauma-informed and trauma-responsive professional development.

Alum Miguel Soto Troccoly says NOCE has been a catalyst for his success. Miguel first registered at NOCE to complete his high school diploma. After graduating with high honors and a 4.0 GPA, Miguel enrolled in NOCE’s Pharmacy Technician Certificate Program. During this time, Miguel struggled with personal issues and was not able to complete the program. After five years, Miguel longed for a fulfilling career and returned to NOCE in the 2020 Fall Semester, juggling online classes during a pandemic while helping his family’s business. Just one year later, Miguel proudly completed the NOCE Management and the Business Information Worker I certificates. With his coursework in pharmacy and his new office and administrative skills, Miguel was hired at the Walmart Pharmacy in Buena Park in April of 2021 in support of the pandemic.
His colleagues attribute Miguel’s great customer service skills that led to the pharmacy’s success of being the top in the district for COVID-19 vaccine administration. Miguel next qualified to take the Pharmacy Technician Certification Board (PTCB) exam through his work experience. Upon successfully passing, he became certified just six months after he was hired! According to Miguel, “None of this would’ve been possible without the amazing support of NOCE programs, instructors, and staff.”
In the 2022 Spring Semester Miguel enrolled at Fullerton College and Cypress College that following summer. While at Fullerton, Miguel was inducted into the National Leadership and Success Society and accepted into the Honors Program. At Cypress, professors nominated Miguel and he accepted to serve as the Psi Beta National Honor Society chapter president. Miguel will graduate with his associate degree in psychology at the end of the 2024 Spring Semester and transfer to a university in the fall to study psychology.

Dr. Allison Tom-Miura has served the students and faculty of the Los Angeles Community College District (LACCD) since 2004. Since January 2022, she has served as Dean of Academic Affairs at West Los Angeles College (WLAC) in Culver City, CA. In this role, she serves as curriculum dean and supervises and supports the Sciences, Math, and Computer Science Applications divisions, the Police Orientation Preparation Program (POPP), Credit for Prior Learning (CPL), and the Leading from the Middle Asian Pasifika Desi American (APDA) Student Success project. Prior to her current dean role, Allison served as the Dean of Adult and Continuing Education at WLAC for five years, where she led the creation of the College and Career Preparation division, oversaw the launch of the Career Connections Center and Cooperative Work Experience discipline, increased noncredit enrollment and awards, and expanded off-campus partnerships. In addition to managing general funds and Strong Workforce and Adult Ed budgets (categorical and special funds), she also secured and managed numerous grants and contracts and created new programs and services for formerly incarcerated individuals, Latino adults, and low-income individuals to access and succeed in college and enter and advance in the workforce.
Allison’s commitment to equity and social justice has continued from her previous career in community economic development and lending in South Los Angeles. Her leadership in Credit for Prior Learning has resulted in saving 336 West students time and money by awarding them 3,563 units earned through CPL. In November 2023, WLAC was recognized as MAP College of the Year by the California Mapping Articulation Pathways (MAP) pilot program for CPL. In May 2024, WLAC was recognized as a national CPL Equity Rising Star by the Council for Adult Experiential Learning (CAEL). Her role in creating an APDA affinity group at WLAC and shepherding the districtwide APDA affinity group has led to these employees playing a larger role in diversity, equity, inclusivity, and accessibility (DEIA) strategies, activities, and policies across the district.
Allison has taught in both credit and noncredit disciplines since 2004, earned tenure in 2009 in the noncredit Basic Skills discipline, and continues to teach in Cooperative Education Work Experience as an adjunct instructor. As a faculty member, she served as a voting member for college and district curriculum committees and created over 50 courses and 40 certificate programs in both credit and noncredit disciplines. She has served as her campus’ Teamster representative since 2023 and serves as a voting member on College Council, Budget, Ed Master Plan, and Facilities committees and a resource member of Student Success, Ed Policies, and Accreditation committees. Business student Haydee Zuniga has been elected as Associated Student Body (ASB) President at the San Diego College of Continuing Education for the 2024-2025 academic year and serves as the college’s student representative on the San Diego Community College District Board of Trustees. Zuniga, whose tenure began June 20, is only the third trustee to hold the position in the college’s 110-year history.
While the district has long appointed student trustees from City, Mesa, and Miramar colleges, a fourth representing student member was added by the SDCCD Board of Trustees in 2021 to provide a voice for noncredit students. A benefit for the College of Continuing Education, which is home to nearly 30,000 students, more than half of the population identifies as immigrant-based.
“When I found out about being the ASB president and a district student trustee, I felt nervous but very excited,” said Zuniga, 38. “One important intention for me is that we hear our students’ needs because they have great ideas and I think it is really helpful for our community to listen.”
Zuniga moved from Tijuana to San Diego in 2004. Up until she found the College of Continuing Education in the summer of 2022, she never had the opportunity to pursue postsecondary education. “When I came to the U.S. my English language skills were low. It took me 20 years to go to college. I didn’t know that a career technical college like this exists,” she said.
Zuniga completed a business information worker certificate in spring 2024 and is studying advanced ESL at no cost to her. Now she is working toward a second business and accounting certificate and has a goal of earning a bachelor’s degree to work in administration management.
As ASB president and trustee, she is on a mission to empower students like her. “When I help someone else to discover opportunities to go to school it feels good to know that they will have the same chance as me to grow their career.”
